Review Potential Changes to the Long-Term Strategic Asset Allocation Plan of the Permanent School Fund
This item provides an opportunity for the committee to review potential changes to the current long-term strategic asset allocation plan of the Permanent School Fund.
COMMITTEE - DISCUSSION
A petition to amend 19 TAC Chapter 74, Curriculum Requirements, Subchapter F, Graduation Requirements, Beginning with School Year 2007-2008, has been received from Ms. Maria Whitsett. The petition requests that a school district, in accordance with local district policy, allow a student who will be a senior in the 2010-2011 school year to substitute certain two- or three-credit career and technology work-based training courses to satisfy the state graduation credit in physical education. This item provides the opportunity for the State Board of Education (SBOE) to consider the petition and specific amendments related to the petition. Statutory authority for this action is Texas Government Code, §2001.021; 19 TAC §30.1; and Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.
Proclamation 2012 advertises for bids on new instructional materials to be used by school districts and open-enrollment charter schools beginning in school year 2012-2013. The proposed proclamation contains Texas Essential Knowledge and Skills (TEKS) in each subject for which bids are being invited, the maximum cost to the state for adopted instructional materials in each subject for which bids are being invited, an estimated number of units to be purchased during the first contract year for each subject in the proclamation, specifications for providing computerized files to produce Braille versions of adopted instructional materials, and a schedule for the adoption. Subjects and grade levels proposed for Proclamation 2012 include Science, Grades K-12; Spanish Science, Grades K-6; and Engineering. In July 2009, the board postponed action on Proclamation 2012 until the September 2009 meeting. In September 2009, the board postponed action on Proclamation 2012 and asked to have the proclamation brought back in March 2010. In March 2010, the board postponed action on Proclamation 2012 until the May 2010 meeting. The proclamation is presented in accordance with Texas Education Code (TEC), §31.022. This item presents for second reading and final adoption proposed revisions to 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter A, Elementary, Subchapter B, Middle School, and Subchapter C, High School. This item also presents for second reading and final adoption proposed revisions to 19 TAC Chapter 118, Texas Essential Knowledge and Skills for Economics with Emphasis on the Free Enterprise System and Its Benefits, Subchapter A, High School. The proposed rule actions recommend an implementation date of the 2011-2012 school year for the revised social studies and economics Texas Essential Knowledge and Skills (TEKS). Proposed Revisions to 19 TAC Chapter 112, Texas Essential Knowledge and Skills for Science, Subchapter D, Other Science Courses

This item presents for second reading and final adoption proposed revisions to 19 TAC Chapter 112, Texas Essential Knowledge and Skills for Science, Subchapter D, Other Science Courses. The proposed revisions would add new Career and Technical Education (CTE) courses to the current list of CTE courses that may satisfy a science credit requirement. The proposed revisions would also include minor modifications to the Principles of Technology course that may satisfy the physics graduation requirement to align with end-of-course assessment requirements. No additional changes are recommended since approved for first reading. Statutory authority for this action is Texas Education Code (TEC), §§7.102(c)(4), 28.002, 28.025, and 39.025.
This item presents for second reading and final adoption proposed revisions to 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter D, Other High School Mathematics Courses. One publisher has requested approval for a substitution. The Math Learning Center is requesting to substitute a newer version of its currently adopted Mathematics, Grade 5, Elementary School product entitled Texas Bridges in Mathematics, with a new version, Bridges in Mathematics, Grade 5. This request for a substitution has been reviewed by the appropriate curriculum subject-area specialists and the material has been found to be a suitable substitution for use in the same classroom as the currently adopted version. Proposed Amendment to 19 TAC Chapter 33, Statement of Investment Objectives, Policies, and Guidelines of the Texas Permanent School Fund, §33.65, Guarantee Program for School District Bonds

This item presents for second reading and final adoption proposed amendment to 19 TAC Chapter 33, Statement of Investment Objectives, Policies, and Guidelines of the Texas Permanent School Fund, §33.65, Guarantee Program for School District Bonds. The proposed amendment would modify the policies for administration of the school district bond guarantee program to comply with requirements related to the recent decision of the Internal Revenue Service to reopen the program and to align with the policies of the intercept program to provide credit enhancement for school district bonds that was established by the Texas Education Code (TEC), Chapter 45, Subchapter I, as added by Section 75 of House Bill (HB) 3646, 81st Texas Legislature, 2009. The proposed amendment would also modify the existing limitations on access to the guarantee and add explanations of the actions that would follow a default by a school district. Texas Government Code, §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board of Education (SBOE) rules. This item presents the adoption of the review of SBOE rules in 19 TAC Chapter 109, Budgeting, Accounting, and Auditing, Subchapters A-D. The rules being reviewed provide requirements for school districts relating to budgeting, accounting, financial reporting, and auditing; Texas Education Agency (TEA) audit functions; adoption by reference of the Financial Accountability System Resource Guide; and the uniform bank bid and depository contract. Review of Proposed Amendments to 19 TAC Chapter 245, Certification of Educators from Other Countries
This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule actions that would amend 19 TAC Chapter 245, Certification of Educators from Other Countries. The proposed amendments would update the rules to reflect current law and add specificity to the requirements relating to the issuance of a Texas educator certificate based on certification from another country. The statutory authority for the proposed amendments to 19 TAC Chapter 245 is the Texas Education Code (TEC), §§21.041(b)(1), (4), and (5); 21.048(a); 21.050; 21.052(a)-(e) and (g); and 22.0831(f).
This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule action that would repeal 19 TAC Chapter 241, Principal Certificate, §241.35, Assessment Process Definition and Approval of Individual Assessments. The proposed repeal would be necessary as a result of House Bill (HB) 200, 81st Texas Legislature, 2009, which repealed the statutory authority for the principal assessment. The statutory authority for the proposed repeal of 19 TAC §241.35 is the Texas Education Code (TEC), §21.054, as amended by HB 200, 81st Texas Legislature, 2009.
