DESCRIPTION OF SERVICES AVAILABLE

 

General:    TexasAdmin provides live and archived video webcast (over the internet) of governmental administrative meetings, hearings, educational lectures, training programs and conferences. Viewers watch the live broadcast in real-time or the archived video at their convenience on their personal computer. TexasAdmin provides all the video and web server equipment, software, labor, and Internet connectivity on a turnkey basis. In almost all cases, webcasts provide considerable savings over travel and time expenditures.

If there is a large body of potential subscribers (over 200) or sufficient sponsors, TexasAdmin recovers its investment through subscription sales or sponsors and does not charge the host organization for the service. For organizations where it does not appear that subscription sales or sponsors will support the webcast, TexasAdmin produces webcasts of conferences, hearings, meetings and training programs for a fee.

Maintenance, Repair, Support Plan

TexasAdmin sells turnkey solutions; therefore provides and operates all its own equipment. All maintenance, repair and support necessary for the webcasts is the responsibility and at the cost of TexasAdmin. Customers and viewers interface with TexasAdmin over the Internet and are responsible to maintain their own networks and Internet connectivity.

 

Backup and additional technical support is provided by AANet of Albany, New York. AANet operates the video server, manages the telephone lines, and maintains the web presence for TexasAdmin. Also, TexasAdmin maintains a relationship with a local computer and network consultant for firewall and installation problems.

 

In the rare circumstance when the interface between TexasAdmin and the customer is not over the Internet, then a customer-specific hand-off point is reached. An example is the Public Utility Commission of Texas where a signal is back hauled over the TexasAdmin phone line to a PUC multicast enabled router. The PUC provides and maintains its own router. TexasAdmin is responsible for the phone line and the video server that sends the signal.

  1. Ongoing webcasts of administrative meetings for agencies with a likely eventual subscription base of at least 200 subscribers, or sufficient outside sponsorship.

    Detail: TexasAdmin provides all equipment, labor, and software. TexasAdmin provides a signal to the agency for use over Intranet (by multicast) and 50 no charge passcodes for allocation to other agencies and nonprofit groups.

    TexasAdmin requires a two-year agreement, permanent installation of equipment during that time, and shared signals from currently installed equipment (if appropriate) such as sound system and LCD projectors.

Agency cooperation is needed for equipment installation and permission to install a high capacity telephone line at TexasAdmin's expense

  1. No passcodes required; free to the public. Agency contracts and pays for ongoing live video webcasts of administrative meetings, hearings or conferences under long-term agreement with fixed placement of equipment. Because agency supports the webcast, the program is available without charge to the public (for up to 50 concurrent viewers) and meetings are archived for 6 months.

    Detail: TexasAdmin provides all equipment, labor and software. TexasAdmin provides a signal to the agency for use over Intranet (by multicast)

    TexasAdmin requires a one-year agreement, fixed installation of equipment during that time, and shared signals from currently installed equipment such as sound system and LCD projectors.

Cost to host organization for live video, free to public, is $9470 per month for up to 4 meetings per month (equivalent of $2368 per meeting). More than 50 concurrent viewers adds $80 per viewer for spillover bandwidth (this is very rare).

Agency cooperation is needed for equipment installation and installation of a high capacity telephone line.

  1. Free to the public - audio only webcast, live and archived.

    Same as number two above (turnkey approach) except the webcast is audio only.

Cost to host organization is $2141 per month for up to 4 meetings per month (equivalent of $535 per meeting). More than 50 concurrent listeners add $32 per listener.

Agency cooperation is required for installation of equipment and data line.


  1. Webcast of Conferences-streamed live and archived from a remote location.

    Detail: TexasAdmin will produce live webcasts of conferences, meetings or hearings from remote locations. Conferences can stream for up to 8 hours. TexasAdmin will provide all labor, equipment, and Internet connectivity on a turnkey basis. More than one concurrent session is possible, depending on bandwidth at the site, but will have an added charge. Admin archives the webcast for 6 months and divides it into a video clip for each agenda item. An Internet link is provided to the host agency which they install on their website. Meetings can be passcode protected, at the option of the client.

  1. Training Programs for Current TexasAdmin Agencies - streamed live and archived (from a site that has already been wired by TexasAdmin); agency access via multicast over agency Intranet

    Detail: If an agency has a cooperative agreement with TexasAdmin, training can be added for the cost of variable expenses. Fixed costs for equipment and telephone lines are covered by the previous agreement. Pricing assumes that live access is via an agency multicast system, and therefore does not consume TexasAdmin Internet bandwidth. Variable expenses include the camera operator, setup of the video server, and archival expense (storage and bandwidth). Archive is for six months. Programs can be passcode protected at the discretion of the client.

 

$500 set-up fee per training session, plus $100 per hour. Hours are calculated on running time of the program (rounded to nearest hour) plus one hour for set-up and testing and one hour for close down and administration.

Additional six months of archive - $500

Access over Internet (versus access over agency Intranet) $50 per user per day. Access is via passcode so agency can control this cost.

  1. Training programs from a site that is not already wired.

    Detail: Training from temporary locations where equipment and telephone lines must be installed is priced the same as conferences. See #4 for those programs streamed live and #5 for those streamed with a 1-2 day delay.
